Resource Conflict, PCI Serial Bus Controller on Motherboard

My laptop will not boot up. I get an error saying: “Resource Conflict – PCI Serial Bus Controller on Motherboard”. There are no devices attached to the laptop. And when I try to go into the Setup to try to boot from a CD it still does not work. Basically I am not reaching the Windows part of the setup.
