Resource Pool Allocation Process / Tools

Hi there

Can you point me in the direction of information for Resource Allocation within a ‘project resource pool’ environment???

I am looking for the following:-
* inexpensive resource allocation/planning tools
* industry std compentencies for BA’s, AP’s & PM’s for self assessment survey
* processes that have been successful
* templates etc

I have already implemented an interim process with templates at present but would like to further investigate tools, process etc before going much further.

Can you help??? it would be very much appreciated.
