Restoring a Back-Up

For Windows 2000 Server: I understand that you can only back-up the system state data of a Server on that actual system (PC1).
Now my question is: if you put that back-up on tape/cd, is it possible to restore it from another server(PC2), through the network, back to original system (PC1)?
