Restrict 3rd party software from users

I have a XP Pro system that had 3 admin accounts. I know have to load several user accounts for the first time. I would like to restrict some non MS third-party software from the user accounts. I was able to use edit the reg. to restrict the microsoft programs but have not had any luck with 3rd part programs. Any help that you can provide would be great.
