Restrict Contacts in Outlook 2003 (Readonly/No Forward)

Hai..Our clients are using Outlook 2003 to access mailing and all their contacts are very important.
We are planning to restrict Contacts in Outlook (Readonly/Cant be forwarded).
Is there any possiblity to control Contacts in Outlook? Please help.
