Restrict MP3 & Windows Media Player

All:
THe Folks at my facility like to REALLY overuse Windows Media Player and their current ability to play music files. This has gotten to the point where it actually is dragging down the network.
My questions are these:
1. Is there a way to disable Windows Media Player? I would prefer to do itr at the Registry level as opposed to just uninstalling it. (I can do that but they might just try a reinstall.)
2. Is there a way to restrict a PC from playing MP3 files and music CDs?
