Restrict URL’s access with IE

I need to set up a ‘public’ computer with internet access. Management wants to restrict access to only one URL. No unauthorized browsing. I cannot set it to work offline, the site that is to be accessed is too large.

Does anyone have any suggestions? I have researched TechNet, IE, Microsoft KB sites, all with no luck. . . .
