Resumes that work: How to sell your skil

my career has come to a stand still
I have completed an assignment and have not been able to find a new assignment
I was told that my resume is very good yet i have not had any luck. I am an experienced unix system administrator with a wide variety of skills (oracle,sybase,cisco etc…)the head hunters all they do is collect resumes.
We should be able to contract the customers directly and sell our own skills to them. I am into creating a job
pool of IT consultants only which will be managed by consultants only and supported by consultants only. I would appreciate any input on this matter.
