Retail Nightmares Anyone

As a System Builder we decided to get into the new Water Cooled Computers and so we ordered a Water Cooling System over the Internet about 2.5 months ago(paid via paypal). We were promised delivery in 2-3 weeks. We still havent got the system parts,the guy who owns the store wont answer our emails and if we manage to get his store via the Land Line he says he was out of the country or away for a couple of weeks and the order is on the way. Since our 30 days are past for Credit Card Refund we are now stuck. This is annoying that one small Retail Person can get away with this without any repercussions.
