Right Click Menu

Some machines using Windows NT4 have changed the order of the commands in the right click menu. For example right clicking on a batch file shows a menu with the Edit command above the Open command. The top command is the one performed if an icon is double clicked. So in this case to run a batch file you need to right click it and choose open. If you double click it, it will launch notepad. How can I change the order of the commands in the right click menu.
