rights for the user of windows 2000 ser

I just want to know why a user with is station in nt 4.0 is not able to change the date on is computer. It seems that they don’t have full control on there machine unless they have administrator rights. I have a server 2000 and all my user are in only the admnistrator group have the full control on there machines.
