Root Access in Linux

Here’s the problem:

A campus has recently set up a dual-booting System using Windows 2000 and Linux – when it brings up the prompt to enter either Windows or Linux, if a student enters a random sequence, he/she gains access to the root directory. Does anyone know how to resolve this issue?
