Routers & Hops

I have checked the throughput of our DSL connection and it stays between 500 & 600 Kbs. Yet when trying to access sites the browser takes a significant amount of time, 5 – 15 seconds to reach an address. Any ideas as to the cause and any solutions??This occurs through out the day.
