RRAS NT4 mpri386.exe not valid NT app?

I’m trying to install RRAS onto a NT4 BackOffice Server installation. I’ve removed RAS, and the last thing I was expecting was this error:
mpri386.exe is not a valid Window NT application…. I downloaded this from MS… what is up??

I have proxy 2 installed, and NT4 SP6a..
