s/w outsourcing provider – how to select and control

Hi,

Our company is planning to outsource the development of one of our application to an Indian company.

There are several questions:

1. Is there a place where we can publish a request for development for many outsourcing companies and then select a company who offers the best price?

2. Are there tools/techniques which allow our managers to control the development process? For example our manager should be able to see that programmers are not wasting time w/o work and getting money.
