Samba Shares Delay

Been trying to figure this out for months
Setup is a Linux Redhat7 FileServer with latest Samba….clients are 7 Win98 2ndEd 3 Win95b and 2 Win2000. Problem is in when the clients boot up…their shares and the browsing are available only after about 3 to 5 minutes of being logged on and running…Internet conectivity is there(supplied by Webramp)……we have reset the os levels but still the delay is there…???
