Sample Proposal

I recently was asked to investigate a solution for our remote/telecommuter that would give them access to our LAN. I reported that a VPN would be the best for our organization. Now I am asked to provide a proposal. I haven’t a clue where to betgin. Does anyone have a sample one I could use.
