SBS 2003 WSS 2.0 Central Administration

Hi

My SBS 2003 Sharepoint appears to be working as I have a user hosting document libraries and creating sites but the Central Administration service will not start. It says the file is being used by another process.

Can I please get some tips on what the problem might be as well as how to confirm that Sharepoint is indeed running correctly.
