SBS 4.5 – Proxy Permissions

I am trying to connect an FTP site and I recieve an error indicating I don`t have permission . There is not a problem with the site as it is a anoynous access . I was told by a helpdesk that is was my proxy set-up causeing this problem ? I did`nt setup this proxy so im a bit stuck . Please Help …
