Searching for career

I am interested in feedback from anyone willing to provide me with some information. I am considering embarking on a new career and have been looking at online programs to obtain a degree in IT. My questions include:
1) is an IT degree (BS or MS)worth the approimately $25000 that it will cost (2 years online to complete) ?
2)would it be better to just seek certifications an leave the degree? I already have an MS degree but in a totally unrelated area.
3)Lastly, any feedback on any online programs that are available? I am seriously considering U.Phoenix Online.
