Selecting a montior for a app to launch in

Hello. I manage a few 3 monitor work stations. I was wondering if any could tell me if there is a way that I could force IE to launch in monitor 2 everytime it launches. Currently it launches in monitor 1 and the user is not savvy enough to figure out how to drag it into monitor 2 even though they have been shown MANY times. Any advise would be helpful. Thanks
