Send email when computer joins domain

Does anyone know if there is an utility out there or even a script to send an email to the administrator when a computer joins the active directory domain? I work with three other guys who are always adding computer accounts in and out of active directory and it’s hard to keep up with which accounts are legit and which ones are not active anymore. Thanks!
