Setting up email

In trying to set up an external email account in Outlook 2000 on an IBM thinkpad running Windows 2000 I am not able to access the email properties in Outlook Tools – Services – add – external email – properties. The properties do not open and a message pops up that an error has occurred and to remove the service and reinstall it, however it never works.
