setting up fax

trying to set up fax in windows 98 says have to have ms exchange. loaded that but fax still doesn’t work . while trying to set up fax the address book exchange\mailbox.pab
keeps giving me an error says error occurred while setting up the file chosse another file . What am i doing wrong or what am i missing that i should have?
