Should I ask for a raise ?

11 months ago I have been hired at a small bank as a IT Project Leader. Since 5 months ago they have also assigned me as the manager of the IT operations department consisting of 5 people and I am still the IT Project Leader. My question is do I need to ask for a raise and what strategy should I choose to get this raise ?
