siebel analytics

Hi

When a campaign is launched in siebel, a text file is generated with the updated records pulled from the database.
The thing is no text file is generated when the record count is zero.But this shan’t be the case.A text file have to be generated even if the count is zero with just a header and footer automatically by siebel/BI, can anyone give me pointers of how i can automatically create a text file when the record count is zero? your help is really appreciated.Thank you
