Slow Dail-UP Connection

We have few users that use dailup to work from home. The problem is slow connection, at best they get 23kb.
We have US Robotic v92 modem. We had telephone technician check the line and the phone lines are fine.

We are using Windows 2000 server with RAS. Any suggestion and help would greatly appreciated. Thanks all
