SME (subject matter expert) VS. Level 1 supervisor

I know it’s completely 2 different worlds. But who would you say should have higher wages/salary.

SME analyst. with SQL skills, product expert.

Tier 1 Supervisor. Handles administrative aspect of 1st level analysts. such as payroll, incentives, etc…

I know it depends on the company, and if they value skills rather than position. But i would like to see other peoples opinion.
