SOAP-XML

I have a small problem concerning sending a report over the net in XML inside a SOAP envelope. I need some help & will pay a stipend if anyone can help me. I am in Vancouver and I usually do Web-Dev but a friend needs some help & I would like to know a bit more about the subject in case I run into future problems. I will provide detail on request.
