Software Application in W XP returns a FILE ACCESS DENIED w/some wkstat why

I have been researching the answer to this question and have not found a fix for this problem. The environment is a workgroup running XP OS on local workstations and w2k3 file server. No domain…All w.s. launch the application and are able to read and write to the file server. However, when it comes time to upload this information, via modem, a few w.s. will return a “FILE ACCESS DENIED” upon disconnecting & resetting of the modem. Therefore the file transmission was not successfully sent. I have checked all permissions on the program folders and files both locally and acrossed the network. What am I missing. The only time it successfully sends is when I make that workstation’s user a part of the administrators group. What does this have to do with, a perm issue, pagefile,etc and is there a way to make it work as a limited user since the other w.s. do?
