Software Requirements difficult to write

A few decades ago, few software projects really could be deemed as successes. Software project managers were faced with many major issues, including this : “Software Requirements are Difficult to Write Correctly”. Was it true? What are the changes that have occurred over the past two decades that helped overcome the issue mentioned above? Is that issue still a major issue today?
