Spam Control and Exchange 5.5.

Is there any way to get Exchange to parse an external text file while making routing decisions–specifically whether it allows a host to make an SMTP connection? Using the Exchange Administrator to manually enter each IP address (for known RSS IPs etc) is cumbersome. Plus having to restart the IMC service after each entry is a pain.
