Speeding up Windows without reinstallation?

My Windows XP (Home edition)is slowing down. One of my friends suggests that it is best to reinstall Windows every 6 months. This helps maintain a good processing speed of all the installed software. Is there any other way to achieve the same result without reinstalling the windows?
