Spell check is not available in Word 97

Spell checking under the Tools menu is available and works when logged in as local Admin but is not available when logged in under any other profile. I’ve tried uninstalling and reinstalling with various combinations for Word but to no avail. Tried reinstalling SP3 to no avail. Tried the MSKB and could not find anything on this particular issue. Even tried the MSKB fixes for different problems that could be remotely tied together. The system is a Dell C640 Latitude running Win2000 SP3 thatshipped with the laptop.
