sqwebmail keep deny login

I am using RH7.2 + qmail + vpopmail + sqwebmail.
Everything is up and running except that when the sqwebmail deny everybody in every domain; I have to re-start the server. Is there any simpler than re-boot ??
Any helps are welcomed.
