Standard Toolbar in Office XP Applications

Does anyone know a way to permanently remove the print button for ALL USERS in Microsoft Office XP? I have tried a couple of different methods, but it looks to me that these settings are per user, and cannot be configured by editing the registry or through group policy. If anyone has any suggestions, my ears are open.
