Start-up Failure

The other day I started up my Laptop (Toshiba) and it gave me a message saying failure to load windows.. Some-how my Window’s XP was formatted and now I can’t do anything… Any suggestions? I have my Operations Boot CD but how do I run it when Window’s is already removed??
