Static IP’s on a DHCP network

I have a customer that has a Windows 2000 server with 5 Windows 2000 Professional workstations. I did not set this network up and I am new at Windows 2000. The server is set-up as a DHCP server but the workstations have static IP’s. The problem is I can’t get any computer, server or workstations, to share printers. Are the two related at all?
