Stock option for IT people

The high tech start-up I work for recently got another round of VC capital and handed out stock options to the employees.
Everyone got a good chunk of options except for the admin people (IT, finance, office staff).
We all wear many hats, I take care of everything technical.
Upper management hides behind the belief that it is “industry standard” to give a lot less to admin employees.
Does anyone have any data about this ?
