Stopping MSN messenger

Hi,
I’m using Proxy server 2.0 on windows 2000 . I want to block msn service in the lan .

the problem is in windwos 2000 user can use msn without configuring it with proxy settings they connect direct so how to block msn messenger I did the required configration in the proxy but they still acceess it
