Strategy and Work Management

I have just been elevated to the role of Technical Manager for an Internet Company running a chain of Cyber Cafes.Now I have not got the slightest idea about my working strategies, and how I should work with all the branch managers for the cafes. This is so far my most challenging job I have got so far in my lifetime. Please help me with ideas on how I can work around cafes and still come up with a solution for each cyber cafe network management and so on.
