Sys Admin Policy

I am in need of creating a user policy for my office pc users. I have made a substantial effort but I am having trouble finding a complete package to deliver to my users.

I am interested in a document that addresses my ability to access and delete any documents that are on the physical pc and have not been placed on the server. Also I help on guidelines for an appropriate e-mail policy also.

Any help or examples of existing full length policies I will receive on this endeavor will begreatly appreciated.
