System Hard Disk Drive Becomes Unresponsive for Less then a Minute

Hello,

The HDD just stops functioning for about 30-40 seconds soon after bootup. The HDD LED light is OFF for the entirety of this period and then the HDD starts working again. All running programs begin running properly again. This happens only once when system is Turned-On, time and only recurs when I have restarted the system. No event log entries for this abnormal Activity, not even any errors that comes up on the screen. Only programs that tend to use the HDD stop responding, stuff loaded in memory work perfectly fine; Games for example. I also tried to change the HDD and the problem persisted, then the PSU, reset the BIOS, updated the BIOS, Did Test the RAM with memtest overnight, no errors, RAN prime95 for an hour and finally heaven’s benchmark, CPU temps remained below 65 C and GPU below 75 C.
