System Policy Editor and Laptops

We are using Poledit to commit users to a “Forced” logon to gain access to Windows. we have put the Config.pol file on the netlogon folder of the PDC and BDC’s. Machine by machine we are installing the, “group policy” locally. The laptops on my network seem to be picking up the regestry change before we even install the group setting. If a change is made on the laptop it is not retained. This means that any user with a laptop cannot get into Windows off Campus. In the interum I have written a .reg file to temporarily make the change in the regestry. Can anyone help???
