Taskbar on top – windows appearing behind

I have my XP taskbar at the top of my screen. Many applications and dialogs open up at (0,0), which ends being behind the task bar. I have to keep shrinking my task bar, moving the app window, and resizing the taskbar back to normal.

The “keep the taskbar on top of other windows” setting does not fix this. With it ON, any maximized windows cover up the task bar, so you can’t get to the taskbar at all. With it OFF the app title bar is stuck behind the task bar.
