TCP ports deblocker

Hello everyone,

On one of the networks NT Workstations TCP port 80 is blocked but Internet Explorer can still navigate on the Internet without a problem. Any explanation?

Also what tool do I have to use to unblock TCP ports of any description?Will only a proxy / firewall server do the job or are there other tools out there?
