Terminal Services

I’ve installed Office 2k on terminal server in application server mode, but everytime a user launches teh office start menu, the windows installer comes up and installs it self. If the user doesn’t have admin rights, it refuses to work – but launching the applications straight from menu works fine. Can anyone advise?
