text/html messages from php form do not display in outlook 2003

We had a vendor create a form for us using php. The form sends an email to a static address that we house. We are running Outlook 2003. The emails however come in to us blank. Below is the email source.

It works fine in Outlook 2007 (vendors end) and also if you use a gmail address. I can view other messages in Outlook 2003 that use html. This is a huge priority and I hope it is some dumb setting I am overlooking. Any help is appreciated.
