The ioperm in Linux

Greetings,

Is it posible without the recompile
the kernel to give access ioperm operation to
“human” kind users (not root) ? I tryied to
get the root access with setruid function,
but without success. I need to get access to
LPT port and my java program should work with
standart user’s permissions. HELP PLEASE !
