This is driving me crazy

Rcently installed a new Exchange 2000 server.
Some people use pop email – when they use netfolders it doesn’t work. No synchronizing and setting up there is no accept/ decline button. (It’s not because they don’t have the add in, they do)
Can anyone help – this must be a common problem but I can’t find any answers anywhere.
Please help.
